The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: hopeful statements are released from different nations. Immense energy is expended on containing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by timely intelligence. From observation points, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a automatic firearm opened up on a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in numerous residences as a result of the evening attack. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that regional partners are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a principle well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a total frontline collapse until conditions improve in its favour.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a just a single week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
